1. What is the Aim to form this BRO Diploma Engineers Wives Forum ?

Ans   Subordinate Engineer cadre of BRO is working in remote localities and far flung areas of our country. Due to certain terms and conditions of our service, we can not form any group or association for betterment of the cadre. In the last two decades this cadre is the most neglected cadre in BRO. United and concerted efforts are therefore required for improvement mainly in terms of our pay structure, promotional avenues, rank structure etc. The aim of this website is to create a platform for its members to communicate their feelings, grievances and sound opinions and also to suggest actions if any for the betterment of the cadre.

2.     Can you please sum up the grievances of this cadre so that same can be projected before various authorities and VVIPs when we get an opportunity to present ?

Ans  Yes, the main grievances of this cadre are summarized as under :-

(a)    Disparity in pay scales due to implementation of 5th CPC recommendations wef 1.1.1996. Payment of arrears of pay due to placing in scale of Rs 5,000-Rs 8,000 is yet to be granted. 

(b)    Disparity in implementation of ACP scheme wef Sep 1999, at par with counter parts working in other Central Govt deptt. Due to this there is vast difference in Basic Pay as well as grade pay of BRO cadre.

(c)    Very poor promotional prospects. 28-30 years to get a promotion to Group B Gazetted post. Thereafter only remote chance to Group A post.

(d)        Disparity in rank structure

(e)    Very poor and tough working and living conditions through out service life thereby disturbed family life.

(f)    Very less insurance coverage when compared with risk to life.

3.   What are the benefits of this Website?

Ans   The benefits of this website are as under:-

a). With the support of the members,  a data bank showing particulars of members, their contact numbers, e-mail ID etc will be created for better communication among members.

b) The correspondences made with the Deptt for betterment of the cadre or any other information, which may feel fit to be placed on notice board for info of other members, is proposed to be placed on the NB. Members having the similar info can also send us same at e-mail ID "info@brodiplomaengineers.com".

c) To increase the awareness amongst the members of the cadre.

d) Can access directly to the Border Roads and PAO GREF websites through our website

e) If any development in cadre is taking place in the deptt or around the environment, the same can also be e-mailed to us to place the same on notice board of this web site, for information of all members.

f) Latest & major policy matters related to works as well as personal matters can also be placed on the notice board.

g) Few formats of application seeking information through RTI Act 2005 being placed on the notice board  for information   of members and to seek similar information from various authorities, if required.

 4.     Why this Wives Forum?

Ans   As already stated above, certain provisions of Army Act 1950 are made applicable for BRO service. Due to this, members of Organisation can not form an association. Our respected lady wives are free from Army act and they are free to express grievances of their better halves to various authorities. Accordingly few lady wives came forward to support us to avoid any legal problem and Wives forum has been formed.

5.     What is the difference between GREF WWA and BRO diploma engineers wives forum?

Ans   The GREF WWA is a registered association of lady wives of all GREF subordinates and Officers, whose president is Smt Neelam Sonkar but BRO diploma engineers wives forum is not a registered association. This is only a platform to share grievances, views and suggestions and to publish same on the website for information and awareness of its members.

6.   What is the meaning of the symbol of three hands shown in logo of this forum?

Ans   The logo has been designed considering the unity among members of three different streams existing in the cadre namely Diploma, CME diploma and Graduate Engineers (DRs).  All these three streams of this cadre will be considered as Subordinate Engineer cadre. In addition we also support non diploma cadre of Overseers &  Supdt B/R-IIs etc for their improvement and upliftment.

7.     How to become a member of this forum?

Ans   First visit the site, and put your comments on views and comments with a request to issue a log in ID  and pass word . The same will be sent at your e-mail address and on your mobile through SMS. Thus you can be a member of this forum.

8.     Is details of all the members are available in the website?

Ans   Yes, the details of members will be available in the website. However, this can be accessible to only bonafide members, those who have allotted with login ID and password.

9.     It has been noticed that most of the diploma engineers those who have promoted in the post of AE and above are not participating in the activities of the cadre. Is any message for them to get their support?

Ans   Yes. Except few, most of the diploma engineers who have promoted to the post of AE and above are not taking interest in the activities of this cadre. As you know that the diploma engineers those who have completed 30 years of service  in other Central Govt Department are getting the grade pay of Rs 7600/- but in BRO they are still at Rs  4600/-. By this platform, we request all our senior members to extend their wholehearted support to achieve our goals.    

10.   What are the possible reasons we are lacking in pay and allowances, promotional avenues and other benefit even those granted by Govt.  of India  but restricted by our own Bosses ?

Ans   i)      First reason is lack of awareness, communication and fear for   the departmental officers and in certain cases vested interests of our own members for their better placements.

ii)     Second reason is subordinate engineer cadre works under BRES officers. These officers themselves are uncomfortable and busy in their own problems.

11.   How this situation of subordinate engineer Cadre can be improved?

Ans   With the unity, co-operation and concerted efforts among cadre members and also maximum use of RTI Act 2005.  It is requested to ask information and e-mail a copy of letter and reply to place in website for information and encourage members to write for seeking such information.
